<p>In an official statement, Country Head, Glen Smith indicated that the current economic climate had necessitated a thorough review of the bank&#8217;s operations, resulting in strategic decision to relocate to the Orange Walk District.</p>

The Summit took place on a Caribbean cruise, with 220 attendees of the real estate investment conference. John Turley, Broker/Owner of RE/MAX Island Real Estate was a participant of the cruise and part of the investor summit, and helped to organize and host the visit of 120 of the real estate investors from more than 14 different countries, during their Belize shore excursion to Ambergris Caye to look at investment opportunities.</p>
<p>Robert and Kim Kiyosaki were the keynote speakers at the Summit, and this was their first visit to the country of Belize.  During their visit, they enjoyed a private tour of Lamanai, a flight over Turneffe Islands and the Blue Hole, private snorkel charter to Hol Chan Marine Reserve and Shark Ray Alley, followed by lunch at Victoria House and a private tour of South Ambergris Caye Subdivision.  In the words of Mr. Kiyosaki, &#8220;<em>I grew up in Hawaii and have always had a love for the islands&#8230;but I never knew that such a place as this still existed</em>.&#8221; When asked to sum up their impressions of Ambergris Caye, Mr. and Mrs Kiyosaki said iw was simply spectacular and they look forward to their next visit in 2013.</p>

		<description><![CDATA[The Officer in Charge of the San Pedro Police Formation has stated that the police will be in full force enforcing the law]]></description>
			<content:encoded><![CDATA[<p>The San Pedro Police Department is reiterating that there should be no alcohol sold on Good Friday.</p>
<p><strong>According to the Intoxicating Liquor Licensing Act Chapter 150 of the Laws of Belize section 27 states that:</strong></p>
<p>&#8221;   1. (a) all licensed premises in which liquor is sold under a publican’s general license shall be closed &#8211; on Christmas Day and Good Friday;<br />
2. (a) All licensed premises in which liquor is sold under a malt liquor and cider license shall be closed &#8211; on Christmas Day and Good Friday<br />
3. Any person who during the times at which any licensed premises are required by this section to be closed<br />
(a) sells or exposes for sale in such premises any liquor; or<br />
(b) opens or keeps open such premises for the sale of liquor; or<br />
(c) allows any liquor, although purchased before the hours of closing, to be consumed on such premises, is guilty of an offence&#8221;</p>
<p>Vienie Robinson, Officer in Charge of the San Pedro Police Formation and Assistant Superintendent of Police, has stated that the police will be in full force enforcing the law. ASP Robinson explained that there is no provision that allows for the sale of alcohol before midnight Friday. She warned that police will be conducting a special operation with spontaneous spot checks to ensure that all establishments abide by the law. ASP Robinson went on to caution that if ANY establishment is caught breaking the law will be closed immediately. In addition, those who are caught breaking the law will be arrested and detained until they appear before the court until Tuesday.</p>
<p>The San Pedro Town Council (SPTC) however, has advised establishments that they are allowed to sell alcohol after 9PM on Friday. When asked if the SPTC have asked for special provisions regarding the law, ASP Robinson said, &#8220;<em>They want me to break the law and that will not happen.</em>&#8221;</p>
<p>Mayor of San Pedro Daniel Guerrero explained that the Council got the go ahead from the Minister of Tourism Honorable Manuel Heredia to allow establishments to sell alcohol starting at 9PM on Good Friday. When questioned about this matter Heredia said that during a meeting, ASP Robinson was informed about the traditional provision for Ambergris Caye given that it is a tourism destination. While Heredia agrees that by allowing establishments to open at 9PM on Good Friday contravenes the law, he indicated that there is an economic factor that he would want to see a special provision made for San Pedro. However ASP Robinson indicated to both Mayor Guerrero and Hon. Heredia that the law of Belize is the law of the land and that it will be enforced.</p>
<p>In an interview with Hon. Heredia, <em>The San Pedro Sun</em> was told that the Minister of Police Hon. John Saldivar is aware of the situation and had promised Heredia that San Pedro would be allowed the sale of alcohol on Good Friday starting at 9PM.</p>
<p>Acting Commissioner of Police David Henderson said that he will be taking up the issue with the Liquor License Board and that &#8220;<em>I will not get into any back and forth. I will look at the situation and I will take a decision by tonight.</em>&#8221;</p>
<p>Since 1994, establishments on Ambergris Caye have traditionally been allowed to sell alcohol on Good Friday within an agreed time. ASP Robinson maintains that traditions do not override the law and as far as the Police are concerned, they will enforce the law.</p>

The organic soap is in a powder form and is being sold by Mr. Jose Nájera.  The elder citizen has been selling his products in an effort to generate an income to offset his ongoing medical expenses.</p>
<p>The organic product originates from the Quillaja<em> </em>saponaria plant, also known as the soap bark tree or Soapbark which is endemic to the warm temperatures of Chile and Paraguay. Nájera explained that the product was imported after he obtained the all-clear from the Belize Agriculture Health Authority (BAHA). The plant, which is considered non-toxic, has great pharmaceutical properties but in its organic state, can be used for bathing or for washing clothes.</p>
<p>Nájera says that in its organic state his product can be used externally to reduce excess skin oil and dandruff. The product comes neatly wrapped in paper and sold in units of two 15-gram packs marketed in a brown paper bag. The bag is sold for $10. Before using, the soap will take a few minutes of perpetration.  The product will have to be dissolved in water and put to boil. Once the water has come to a boil, it can be used for bathing. Nájera explained that the water can also be used to wash clothes; perfect to remove bad odor and stains from clothes without compromising the color.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><strong>Social Security Board Assumes the Presidency Pro Tempore of the Council of Social Security Institutions in Central America and Dominican Republic (CISSCAD)</strong></span></p>
<p>Belmopan March 1, 2012. The XXXIII Ordinary Meeting of the Council of Social Security Institutions in Central America and Dominican Republic (CISSCAD) is being held in Belize City during March 1 to 2, 2012. The highlight of this meeting includes the formal handing over of the Presidency of the CISSCAD from Lic. Marlon de Souza, Deputy Director General of the Social Security Institute of Panamá to the Acting Chief Executive Officer of the Social Security Board, Mrs. Leticia Vega. The tenure of the Presidency is for a period of two years from 2012 to 2013.</p>
<p>CISSCAD member countries will be developing a work plan to execute the CISSCAD&#8217;s Strategic Plan 2012-2016 under the theme &#8220;Advancing social security through integration and collaboration.&#8221;</p>
<p>Belize became a part of the CISSCAD since 2004 as an observer and became a full member in 2005. CISSCAD’s main objective is to promote projects and activities aimed at universal coverage of social security benefits in the member countries. CISSCAD member countries attending this meeting consist of Costa Rica, Honduras, El Salvador, Nicaragua, Panama, Dominican Republic and Belize. Supporting this most important event are representatives from the Pan American Health Organization/World Health Organization and the Council of Ministers of Health of Central America (COMISCA).</p>

<p><strong>February 28th, 2012</strong> &#8211; The Belize Trade and Investment Development Service (BELTRAIDE) in collaboration with the Inter-American Investment Corporation (IIC), and Scotia Bank of Belize, is facilitating a Technical Assistance (TA) workshop, on logistics as part of our commitment to develop and enhance the export capacity and competiveness of SMEs in Belize. It will be held at the Belize Chamber of Commerce &amp; Industry (BCCI) conference room, 4792 Coney Drive, Belize City, on February 29th to March 1st 2012 starting at 8:30am.</p>
<p>IIC has developed the FINPYME Program (Innovative Financing for Small and Medium Enterprises (SMEs)) as a diagnostic tool for SMEs; intended to help them improve their competiveness and facilitate their access to potential sources of financing. Phase 1 of this program was launched in 2009, whereby thirteen (13) companies were examined to assess their competitiveness which was conducted by Belizean consultants. Phase 2 of this program is the Group Technical Assistance workshops with the continued objective of enhancing their competiveness.</p>

<p>Bank Governors from Central America and the Dominican Republic are on Ambergirs Caye for the 26th meeting of Governors ahead of the annual Bank Governors meeting scheduled to take place in Montevideo, Uruguay. The meeting was declared open by acting Prime Minister of Belize Gaspar Vega following an official statement by the President of Inter-American Development Bank (IDB), Luis Alberto Moreno. The two-day meeting started today, Thursday February 9th at the Coco Beach Resort, located north of San Pedro Town.</p>
<p>In his official statement, Moreno explained that the IDB is proud of its 20-year partnership with Belize in the social and economical development of the country. Moreno said that, &#8220;Belize faces today, important social and economical challenges, but also has enormous development potential. It’s expansive borders invites Belizeans to explore the endless opportunities for greater commerce with neighboring countries and is reminded of the need of cross-border cooperation in matters crucial to development.&#8221; He continued that &#8220;despite the vulnerability and uncertainty amidst a complex world they remain focused on the possibility of economic crisis, something that affects everyone. However, they also look forward with optimism, hopeful that with the agreement reached through dialogue they can lessen any financial impact should it happen.&#8221;</p>

<p>While experts predict the possibility of an economic crisis in Europe, which can have serious implications on smaller regions, Moreno explained that the outlook for Latin America and the Caribbean appears positive. In 2011 the region registered production growth of 4.3 percent while Central American and the Dominican Republic showed growth of 3.8 percent. This is attributed to lessons learned in the past combined with over a decade of persistency by IDB that countries build and maintain a stronger economy. Moreno said that one of the main socio-political problems that need to be discussed and addressed is the area of rural development. &#8220;Despite the great agricultural potential in the region, the rural area has the largest number of people living in poverty. We have to work not only to improve the agricultural sector in these areas but improve the standards to have these products reach the international market. Tourism is another avenue that can be used to improve rural development and create employment opportunity,&#8221; said Moreno.</p>
<p>Moreno told the press that one of the main topics that will be discussed is the issue of crime in the region. According to Moreno, crime alone is costing the region 8% of GDP (gross domestic product) to combat and it’s something that is of concern. Moreno explained that other areas that will be discussed are regional integration. The delegates will also look at the opportunity to strengthen and grow the tourism sector and create solid structural reform. When questioned about the challenges faced in the region, Moreno explained that the main one is infrastructure which is important to connect the region in an effort to increase trade.</p>
<p>According to Moreno, during the meeting, they hope to listen to the shortcoming and challenges by country and will analyze which projects the IDB would focus on. “We cannot be the sole financier of all the country, we don&#8217;t have the capacity and it would not be good for any country,” explained Moreno. In the past 20 year Belize has enjoyed over US $200 million in total lending and Moreno explained that the loan interest rate is 1.5%. Belize has also received over US $20 million in grant funding.</p>
<p>As part of the meeting Belize also joined the Salud Mesoamerica 2015 Initiative of which the initiative’s first project will see Belize receiving US $250,000. The money will be used to help reduce maternal and infant mortality among the poor and will benefit over 30 thousand women.</p>

<p>&#8211; As a result, we have lowered our long-term foreign- and local-currency sovereign credit ratings on Belize to &#8216;CCC+&#8217; from &#8216;B-&#8217;.</p>
<p>&#8211; The stable outlook balances the possibility that the government will seek debt relief to reduce a rising external interest burden against the possibility that debt management will improve after the election.</p>
<p>Feb 6 &#8211; Standard &amp; Poor&#8217;s Ratings Services said today that it lowered its long-term foreign- and local-currency sovereign credit ratings on Belize to &#8216;CCC+&#8217; from &#8216;B-&#8217;. The &#8216;C&#8217; short-term credit ratings are unchanged. The outlook is stable.</p>
<p>&#8220;The downgrade reflects signs of lower political willingness to service Belize&#8217;s external commercial debt obligations,&#8221; explained Standard &amp; Poor&#8217;s credit analyst Kelli Bissett. &#8220;In addition, Belize faces external imbalances, limited access to external funding, and rising costs of servicing general government debt.&#8221; On Jan. 31, 2012&#8211;during an announcement scheduling early elections for March 7, 2012&#8211;Belizean Prime Minister Dean Barrow introduced continued debt service of the government&#8217;s US$546.8 million bond (known locally as the super bond) as an election issue. The nature of the statement and prominent public office of the speaker signals, from a credit perspective, lower predictability that the government will continue to service its external commercial debt. Although a future United Democratic Party (UDP) government could ultimately back away from its leader&#8217;s campaign rhetoric, the injection of the superbond into the campaign follows increased policy unpredictability (including the nationalizations of Belize&#8217;s main electricity and telecom companies in the last two years) and raises questions about the political commitment to timely debt service.</p>

<p>NEW ORLEANS, Jan. 30, 2012 /PRNewswire/ &#8212; Treaty Energy Corporation (OTCQB: TECO) (<a href="http://www.treatyenergy.com/">www.treatyenergy.com</a>), a growth-oriented international energy company, today reported drilling success on its first oil well, SAN JUAN #2, in Belize, Central America.</p>
<p>The SAN JUAN #2 well is near Independence Village, Belize, located adjacent to the Port of Big Creek in the Stann Creek District.</p>
<p>Final phase of drilling this well commenced on January 24, 2012, after review and compliance with all government regulations, requirements and inspections by Belizean officials and permission granted.</p>
<p>The initial casing (8 5/8 inch) was set and cemented in place using upgraded cement that was requested (H Grade). Upon completion of the cementing process it was allowed to cure for more than 24 hours.</p>
<p>Once the cement was properly cured and inspected by government officials permission was then given to drill to depth on the well.</p>
<p>All information compiled by Treaty engineers, geologists and its own accomplished oil industry veterans (Steve York, Bill Harden) indicated that we would start to encounter shows of hydrocarbons around 1100 ft.</p>
<p>At 1235 ft hydrocarbons were detected in the form of a gas register. This presence of C1-C4 gas readings indicated a geo-pressurized oil bearing zone/gas driven. As drilling continued the indicator steadily increased from the depth of 1235 ft with readings being taken at 1 ft intervals.</p>
<p>On site analysis of the cuttings by Advanced Geological Services, Treaty&#8217;s &#8220;Mud Logging&#8221; equipment supplier and consultant revealed that hydrocarbons (Oil) were present in the cuttings samples. Continued drilling showed a constant increase in hydrocarbon presence in the formation through 1290 ft, after which there was a steady decline. This defined the producing zone to be 1235 ft &#8211; 1290ft.</p>
<p>Andrew V. Reid, Chairman and Co-CEO of Treaty Energy Corporation, stated, &#8220;We were advised by the drilling team to produce this first well, SAN JUAN #2, at the first pay zone based on their professional expertise. It is our plan to drill SAN JUAN # 1 deeper than SAN JUAN #2 in the belief that there may be additional pay zones present.&#8221;</p>
<p>The cursory field examinations of the cuttings samples indicate lime characteristics with good porosity and high saturation. On site personnel evaluated the samples and came to the following conclusions. The characteristics are very similar to some of the great oil producing zones in Texas, specifically the Ellenburger Lime, Hope Lime, Caddo Lime, Edwards Lime, etc. The characteristics of these Lime plays are very well documented with initial production rates up to and sometimes exceeding 1000 BPD. These plays have produced hundreds of millions of barrels of oil over the past century and have been the source of many of the great Texas success stories.</p>
<p>Based on analysis and results the following plans will be implemented as we work in accordance with Belizean officials to properly integrate and produce this well.</p>
<ol>
<li>Total depth of the SAN JUAN #2 well will be 1300 ft.</li>
<li>The drill pipe will be removed from the hole and the hole will be conditioned for completion.</li>
<li>A &#8220;four-quadrant&#8221; camera shot will be made to provide the geologists a photo image of the pay zone in four 90-degree views.</li>
<li>The 4 1/2 inch tubing will be set and cemented in place in the well bore.</li>
<li>Wire Line Logs will be done to supplement the Mud Logging data.</li>
<li>The casing will be perforated in the oil bearing zone.</li>
<li>Standard completion procedures will be performed to bring the well on line.</li>
</ol>
<p>Treaty is in the process of acquiring its own wire line logging equipment. This equipment will be delivered to Belize on Treaty&#8217;s newly acquired tractor/trailer that Treaty purchased to expedite deliveries of time sensitive items that are required for the Belize drilling projects.</p>
<p>Mr. Reid, commented,</p>
<blockquote><p>&#8220;Treaty&#8217;s initial analysis of the 200,000 acre &#8216;onshore&#8217; Princess Concession includes 80 anomalies showing promise. Through early analysis we believe we have so far identified 3 possible oil bearing fields of various sizes. Treaty chose the current, Stann Creek Field, for our initial exploration wells because of its easy access by our drilling team, proximity to nearby port facilities, and it being well outside of any protected areas. Our internal analysis indicates that the Stann Creek Field covers an area of around 350 acres, and with 4-acre spacing we would expect to drill up to 90 wells in this oil field. Based on our initial findings, we estimate there are about 5,000,000-6,000,000 Barrels of recoverable oil in place in this first finding.&#8221;</p></blockquote>
<p>Mr. Reid added,</p>
<blockquote><p>&#8220;We will commission third party engineers to confirm our estimates in the coming months. Treaty has 200,000 acres to explore within the &#8216;onshore&#8217; Princess Concession and 1,400,000 acres on the Paradise Concession. We are taking all the necessary steps to move forward with an aggressive yet environmentally conscious drilling program on the Stann Creek Field and will continue analyzing all our additional acreage for additional drilling locations.&#8221;</p></blockquote>

The presentation took place an hour later than scheduled and lasted a total of 20 minutes. The report, which outlined the last three years of her term, has left the community with even more questions than answers regarding the finances of the San Pedro Town Council.</p>
<p>Mayor Paz delivered her speech to a Lions’ Den full of empty chairs and 15 people which included two of her councilors, three senior staff members, audio and video technicians and reporters. A group of concerned residents opted to protest the Mayor’s end of term report by staging a walk-out just as the Mayor began her report.</p>
<p>When questioned by the media about the content of the report, Mayor Paz went on record to say that she would be available, along with her administrator on Friday January 27th to respond to any questions. Despite numerous phone calls to the SPTC on said date, Mayor Paz and her Administrator Patricia Tillett, were unavailable.</p>
