The meeting was held at the Chamber of Deputies of the Dominican Republic in Santo Domingo, Dominican Republic.
The meeting brought together parliamentarians and representatives of FOPREL member legislatures, along with strategic partners from the Organization of American States (OAS), to strengthen regional parliamentary cooperation in addressing emerging threats posed by synthetic drugs, new psychoactive substances and transnational organized crime.
The meeting included presentations delivered on the regional threat posed by synthetic drugs and new psychoactive substances, the Special Framework Law on Synthetic Drugs and New Psychoactive Substances, and the Parliamentary Follow-up Guide on Drugs in Latin America. These were followed by an inter-parliamentary debate among representatives of participating legislatures.
The meeting concluded with the approval of the Resolution on Parliamentary Strengthening in the Fight against Synthetic Drugs and the Fight against Transnational Organized Crime: Towards a Joint Regional Response, together with the Special Framework Law on Synthetic Drugs and New Psychoactive Substances. The initiative seeks to strengthen and harmonise legislative frameworks across the region and enhance the capacity of parliaments to respond collectively to emerging forms of organised crime and narcotrafficking.
Hon. Guerra is expected to return to Belize on Friday, 30th October 2026. His participation was facilitated by FOPREL.
