Community Oriented Policing Office Harris Gabourel Promoted to Corporal of Police

San Pedro Police Constable (PC) Harris Gabourel, who has served for several years in the Community Oriented Policing Office, has been promoted to the rank of Corporal of Police. His promotion also places him in charge of the unit, where he will continue to champion community policing initiatives, foster positive relationships between law enforcement and the public, and work collaboratively with island residents. He also works closely with the business community, schools, and organizations to promote public safety and enhance the quality of life in San Pedro.
Throughout his policing career, Corporal Gabourel has consistently demonstrated integrity, leadership, and a genuine passion for community engagement, particularly with children, at-risk youth, and the San Pedro Police Youth Cadets. Through perseverance, hard work, and a commitment to professional development, he successfully passed both the Belize Police Department’s promotional examination and promotional interview. “My efforts earned the recognition and confidence of the department’s senior administration and local command,” he said.
He was officially promoted on April 1, 2026.
Corporal Gabourel is no stranger to the island, having called La Isla Bonita home since 1997. He shared with The San Pedro Sun that he was raised in the Airstrip Area, commonly known as Water Lane, alongside his brother, Alvan Rhaburn Jr., affectionately known throughout the community as “Mr. JR.” During his early years on the island, Gabourel gained valuable work experience as a helper at Corona del Mar Hotel before venturing into business by operating a small real estate office next to George’s Kitchen. That location is now occupied by a neighborhood vegetable shop beside Margie’s & Kenny’s Hangout at the southern end of Coconut Drive.
Driven by a passion for education and personal growth, Gabourel later left San Pedro to pursue higher education. His determination and commitment to academic excellence led him to earn a Bachelor of Science degree in Information Technology and Data Analysis from the University of the West Indies, Cayman Islands Campus. Gabourel said the knowledge and discipline he gained through his studies have continued to shape his professional career and approach to community service.
On September 15, 2013, he answered the call to public service by enlisting in the Belize Police Department. After completing his recruit training, he was posted to the San Pedro Police Formation in June 2015 as a Police Constable. Recognizing his dedication, professionalism, and ability to build meaningful relationships within the community, the department later assigned him to the Community Oriented Policing Office, where he has remained committed to strengthening partnerships between the police and San Pedro residents.
Corporal Gabourel said he remains deeply committed to serving the people of San Pedro with professionalism, compassion, and integrity. He believes his journey reflects the importance of education, dedication, and community partnership in creating meaningful and lasting change.
