Newly appointed United States Ambassador to Belize Rudolph Andreas “André” Bauer has begun his official duties in the country. On September 7, 2026, Bauer paid a courtesy visit to Minister of Foreign Affairs Hon. Francis Fonseca and presented copies of his Letter of Credence.
Bauer arrived in Belize on September 4, 2026, with his family. Following the presentation, he and Fonseca held what the Ministry of Foreign Affairs described as a constructive bilateral meeting focused on the longstanding relationship between Belize and the United States.
According to the ministry, the two officials discussed several areas of mutual interest, including the Millennium Challenge Corporation (MCC) Belize Compact. The US$125 million grant program is intended to promote sustainable economic growth through investments in education and energy.
The MCC Belize Compact includes an education project aimed at increasing the number of high school and technical and vocational graduates with skills relevant to the labor market. Its energy component seeks to lower electricity costs and improve the country’s energy infrastructure.
The energy project is particularly relevant to Ambergris Caye, as it includes plans for a new high-voltage submarine cable connecting the island to the mainland. The project is expected to strengthen the reliability of the island’s electricity supply.
Bauer and Fonseca also discussed opportunities to advance economic growth through strategic investments, strengthen security cooperation, expand trade and investment, and deepen collaboration in other areas of shared priority.
The new ambassador later presented his credentials to the Governor-General of Belize, Her Excellency Dame Froyla Tzalam, formally beginning his diplomatic assignment.
Upon arriving at Philip Goldson International Airport, Bauer spoke with the Belizean media inside the VIP lounge. He said he and his family looked forward to becoming part of the Belizean community.
“We have an incredible relationship that has lasted decades now between our two countries,” Bauer said. “We have so many mutual interests and so many big things getting ready to happen.”
Bauer also expressed enthusiasm about the MCC program and the opportunities it could create for Belizeans. “When you look at the MCC, for example, there are exciting things that are going to help the people of this country,” he said. “I am excited to get to be a part of that.”
The ambassador said his instructions include working to improve safety, security and opportunities for both countries.
Bauer also addressed remarks he made in 2010 that resurfaced, in which he compared providing government food assistance in the United States without pathways out of poverty to feeding stray animals. He explained that the comments were not about healthcare but about generational dependency and the importance of creating opportunities for people to improve their circumstances. “America is about opportunity, giving people a vehicle, a pathway to better themselves and better their family,” he said.
Bauer added that he supports assistance such as healthcare, transportation and childcare when those services help people work, pursue an education and become more self-sufficient. He described his approach as being focused on opportunity, access and helping people improve their lives.
Before his diplomatic appointment, Bauer served in the South Carolina House of Representatives after being elected in 1996. He later served in the South Carolina Senate before becoming the state’s 85th Lieutenant Governor in 2003. He completed two terms in that office, leaving office in January 2011. Bauer also served as a political commentator on CNN between 2016 and 2019.
Bauer’s arrival restores ambassador-level representation at the United States Embassy in Belmopan after the departure of former US Ambassador Michelle Kwan on January 16, 2025. Since then, the embassy has been led by a chargé d’affaires.
